LVNBA member Sandra Douglass Morgan was ratified as City Attorney for the City of North Las Vegas by the City Council on January 15, 2014. City Attorney Douglass Morgan is the first African-American City Attorney in Nevada history.

City Attorney Sandra Douglass Morgan will be a tremendous asset to the City of North Las Vegas and serve the people well.”
As City Attorney, her primary focus is civil litigation, transactional, and development matters, including drafting and negotiating agreements on behalf of the City of North Las Vegas. Ms. Douglass Morgan also provides legal counsel and assistance to the North Las Vegas City Council, Planning Commission, and City departments and boards. She also represents the City before the Eighth Judicial District Court and the United States District Court.
Prior to joining the City of North Las Vegas in 2008, she served as a litigation attorney for MGM Mirage (2005-2008). From 2002-2005, Sandra Morgan litigated construction and administrative law matters as an associate at Parker, Nelson & Associates.
City Attorney Douglass Morgan has consistently served the legal profession through leadership positions and active membership in professional associations. She is a former Vice President of the LVNBA and is the Chair of the Nominations and Elections and School Supply Drive Committees. She is also a member of the Clark County Bar Association, the International Municipal Lawyers Association, and the State Bar of Nevada.
City Attorney Douglass Morgan is the recipient of numerous honors and awards, the National Bar’s Nation’s Best Advocates under 40 (July 2012), LVNBA Attorney of the Year (Oct. 2012), and one of Nevada Business Magazine’s Legal Elite Top Government Attorneys (2013).
City Attorney Morgan earned her Bachelor of Arts degree in Political Science from the University of Nevada, Reno, and her Juris Doctor degree from the William S. Boyd School of Law at University of Nevada, Las Vegas.
Sandra Douglass Morgan is a dedicated member and serves as the Parliamentarian of both Alpha Kappa Alpha Sorority, Inc. and The Links, Inc.
Ms. Morgan is the wife of Don Morgan, Jr. and they have two children, Dylan and Dana.
