Mr. Williams obtained his undergraduate and law degree from the University of California Los Angeles. He began his outstanding legal career at Rockwell International Corporation in Downey, California. While there, he was primarily responsible for counseling the procurement personnel regarding contract interpretation, proposals, and government regulations as they related to the multi-billion dollar Space Shuttle Program, Global Position Satellite, and B-1 Bomber.

It was his position with Reynolds Electrical & Engineering Co., Inc. (REECo), that brought him to the Las Vegas area in 1980. From 1980 to 1995, he held the position of General Counsel, Vice President, and Secretary with REECo, representing the company in all aspects of litigation, including complex radiation litigation and environmental matters, as well as administrative and regulatory hearings.

Since 1995, Mr. Williams has maintained a private practice law office with an emphasis on business formation, business transactions and litigation, probate and civil rights litigation.

Mr. Williams is admitted to practice in several state and federal courts, including the Supreme Court of California, the Supreme Court of Nevada, the Ninth Circuit Court of Appeals, the U.S. Northern District Court of California, and the U.S. District Court of Nevada. He is a founding member of the Las Vegas Chapter of the National Bar Association and was twice a President of the chapter. He is also a member of the American, Nevada, Clark County, and California Bar Associations.

Art, as he is fondly known, has been and continues to be a dedicated member of the community, involved in numerous community organizations with goals to improve the quality of life of Nevadans. He is a member of the Executive Board of the NAACP, a Special Representative of the Boy Scouts of America, and the Frontier Girl Scouts of America. Mr. Williams has served on the Water District Task Force, the Clark County School Desegregation Task Force, and the Supreme Court of Nevada’s Task Force for the Study of Racial and Economic Bias in the Justice System.

Mr. Williams is a member of the Sigma Pi Phi Fraternity and a member of the National Brotherhood of Skiers, where he has served as President of the Las Vegas Chapter. He has been a friend to all and a mentor to many. If asked when he plans on retiring, he simply says, “One of these days.”
